Arrangements for Entry to the School from 1st September 2017

The Governors, who are responsible for the admission to the school, admit 30 children to each year group.

Children are admitted to the reception class in the September for the academic year in which they are five.  Where a child is offered a place at our school:

  1. They are entitled to a full-time place in the September following their fourth birthday;
  2. That parents can defer the date their child is admitted to the school until later in the school year but not beyond the point at which they reach compulsory school age and not beyond the beginning of the final term of the school year for which it was made: and
  • Where parents wish, children may attend part-time until later in the school year but not beyond the point at which they reach compulsory school age.

These arrangements and the admission criteria set out below are reviewed annually and are compliant with the 2014 School Admissions Code.

Children with a Statement of Special Educational Need or with an Education, Health and Care (EHC) plan naming St Jude and St Paul’s will always be offered a place.

In the event of the school being oversubscribed the governors will admit pupils according to the following criteria, which are listed in order of priority:

  1. A ‘looked after child’ or a child who was previously looked after but immediately after being looked after became subject to an adoption, child arrangements, or special guardianship order71. A looked after child is a child who is (a) in the care of a local authority, or (b) being provided with accommodation by a local authority in the exercise of their social services functions (see the definition in Section 22(1) of the Children Act 1989) (see note A).
  1. Children whose family regularly attend (see Note B) the parish church of St Jude and St Paul’s (Mildmay Grove North, N1 4PL) or another Anglican/Church of England place of worship in the Stepney Episcopal Area (see Note C)
  1. Other children by distance from the school, with priority for admission given to children who live nearest to the school as measured by using by a computerised mapping system (National Land and Property Gazetteer – NLPG) using a straight line distance measurement. Distances are measured from the main entrance of the child’s home to the main entrance of the school.

Note A: By a ‘looked-after child’ we mean one in the care of a local authority or being provided with accommodation by a local authority in the exercise of it social services function.  An adoption order is one made under the Adoption Act 1967 (Section 12) or the Adoption and Children Act 2002 (Section 46).  A ‘child arrangements order’ is one settling the arrangements to be made as to the person with whom the child is to live (Children Act 1989, Section 8, as amended by the Children and Families Act 2014, Section 14).  A ‘special guardianship order’ is one appointing one or more individuals to be a child’s special guardian/s (Children Act 1989, Section 14A).  Applications under this criterion should be accompanied by evidence to show that the child is looked after or was previously looked after (e.g. a copy of the adoption, child arrangements or special guardianship order).

Note B: Regularly attend church – A parent/guardian who attends St Jude and St Paul’s Church or another Anglican/Church of England place of worship in the Stepney Episcopal Area at least monthly and has done so for the past two years.

Note C: Stepney Episcopal Area – Anglican/Church of England Places of Worship in the following deaneries: Islington, Hackney and Tower Hamlets

Further Information and Notes

All applications must be submitted by the stipulated deadline on the home Authority Common Application Form. For Islington Residents this is the Islington Common Admissions Form which is available from Islington Council, 222 Upper Street N1 1XR.

In addition parents/ carers who are applying for a church place, under criteria one, should complete a school Supplementary Information Form so that the governors may consider their application fully. These forms must be returned to the school by the 20th January 2017.

If there are more applications than places in any category, priority will be given according to the nearest distance from home to school. This will be determined by a computerised mapping system using a straight line distance measurement. Routes will be calculated from the home address (as defined by the National Land and Property Gazetteer – NLPG) to the main entrance to the school in Kingsbury Road.

Where the ‘nearest the school’ tie-break does not resolve matters (eg where applicants are found to live equal distances from the school) then a computerised random selection procedure will be used.

Home address will be defined as the address at which the child is normally resident. If a child is resident at more than one address, e.g. spends time with each of two parents living at different addresses, then it will be defined as the address at which the child spends the greater proportion of his/her time.

Where a twin is the 30th child on the admissions list the other twin will be accepted, raising the number to 31 in that cohort.

‘The school is committed to taking its fair share of vulnerable children who are hard to place, in accordance with locally agreed protocols.  Accordingly, outside the normal round of admissions, the governing body is empowered to give consideration to a child where admission is requested under any local protocol, which carries the agreement of both the governing body and the dioceses for the current admission year.  The governing body has the power even when admitting such a child would exceed the normal admission number.’

Date of Admission/ Deferred Entry

Children will normally be admitted to the reception year in the September following their fourth birthday.  In line with the Admissions Code, parents may defer their child’s entry to the reception year until later in the school year, where they have been offered a place at a school to start before they are of compulsory school age.  Where entry is deferred, the school will hold the place for that child and not offer it to another child.  However, entry cannot be deferred beyond the beginning of the term after the child’s fifth birthday, nor beyond the end of the Reception year.  In practice this means that parents could defer entry until January for children born between 1st September and 31 December, or until April for children born between 1 January and 31 August.  Parents can also request that their child attends part-time until they reach compulsory school age.

Appeals

Parents who wish to appeal against the decision of the Governors to refuse their child a place in the school may apply in writing to Chair of Governors. Appeals will be heard by an independent panel.

Deferred Admission

Once a place has been offered and accepted, parents may choose to defer their child’s entry to St Jude and St Paul’s until he/she is of compulsory school age (ie the start of the term following the child’s fifth birthday).  This means that parents of a child whose fifth birthday falls between 1st September 2016 and 31st March 2017 may request that their child is not admitted until later in the school year, but no later than the term after the child’s fifth birthday, when he/she reaches compulsory school age.  For children born between 1st April and 31st August, this is not beyond the beginning of the final term of the school year for which is was made.  The school will hold any deferred place for the child.

Children educated outside their chronological age group

For children whose 5th birthday falls between 1st April 2018 and 31st August 2018 and whose parents do not wish them to start school in the year 2017-18, but to be admitted in September 2018 for the school year 2018-19, should discuss this with the school at an early stage.

Any application for a child to be educated out of his/her age group will be considered by governors on an individual basis and will only be granted in exceptional circumstances taking into account the views of parents (academic, social and emotional development or medical needs) as well as the headteacher.  Parents should write to the Chair of Governors during the autumn term in the (academic) year of application, giving reason and providing compelling professional evidence.

Waiting Lists

Unsuccessful applications may be placed on a waiting list held by the school.  All names on the list will be held in order of the school’s Admissions Criteria rather than the date of entry to the waiting list.  Should a place become available before the start of the academic year for which the applications are being considered, it will be offered to the highest priority applicant.

Late Applications

Late applications will be dealt with according to the Islington Local Authority’s co-ordinated scheme.
